Japanese government has stated to resolve a consumer indebtedness issue, focused to exclude the loan sharks. At the discussing of panel, the Financial Service Agency compiled a report[1], which was analysis of local governments (1830) responding to the multiple debtors. According to the report, most local governments, 85.5% of responds, inquired by debtors tend to introduce other organization, such as consumer affairs centers and bar associations, in addition to give advices (26%).

The doorstep selling law includes the practice that the trader calls a consumer to the shop and solicits to purchasing, hiding his sales purpose. If the consumer makes a contract in the shop, the Specific Commercial Trading Practices Law is applied.
The data of inquiries to the National Consumer Affairs Centre indicates the increasing of these sales practices at least until 5 years ago.[1] The number of inquiries in 2002 was 19,265 cases.The details of inquiries during 5 years were as follows:

The number has been decreasing gradually. In 2006, the number of inquiries falls to 9,544 cases.[2]
